Mayor Wolford called to order a Public Hearing at 6:30 P.M.  This hearing is to allow public comment regarding a change to the Zoning Code to address cellular phone towers.

Solicitor Kansler explained why the city should address this issue.  Currently our code addresses this use in light and general industrial zone districts and does not address the new technological advances for non-traditional non-tower based cell phone applications.  Small antennas are being constructed in these densely populated bandwidth areas.  Solicitor Kansler handed out a proposed ordinance to address this Zoning Code change.

Mayor Wolford asked if anyone present had a public comment.

No public comment.

Mayor Wolford closed the Public Hearing at 6:32 P.M.

Mayor Wolford called to order the Regular Monthly Meeting of Latrobe City Council at 6:33   P.M.

Mayor Wolford asked all to rise for the Pledge of Allegiance.

Mayor Wolford asked all for a moment of silence.

Ms. Bisi moved to adopt the November 14, 2016 minutes, second by Mr. Murtha.  Vote 7-0.

Ms. Bisi moved to approve the reports and bills presented for payment, second by Mr. Murtha.  Vote 7-0.

City Manager reported that this Wednesday at 4:30 P.M. the Parking Authority will vote on disbandment.

Ms. Bisi reported that she and Judith Swigart from the GLSD are to meet.

ADMINISTRATION AND FINANCE DEPARTMENT

                                                                        ORDINANCE 2016-10

                                                                        Adoption of budget for fiscal year 2017.

Mr. Bartels moved to enact this ordinance, second by Mr. Baldonieri.  Vote 7-0

                                                                        ORDINANCE 2016-11

                                                                        Fixing the tax rate for general city purposes and other purposes for the fiscal year beginning January 1, 2017, and ending December 31, 2017. Mr. Baldonieri moved to enact this ordinance, second by Mr. Bartels.  Vote 7-0.

                                                                        RESOLUTION 2016-41

                                                                        Approving the transfer of the 1978 American LaFrance fire engine to Freewill Hose Company No. 3 and 4 of Latrobe, PA.  Ms. Bisi moved to adopt this resolution, second by Mr. Bartels.  Vote 7-0.

                                                                        RESOLUTION 2016-42

                                                                        Authorized official resolution Multimodal Transportation Fund Grant.  Mr. Murtha moved to adopt this resolution, second by Mr. Forish.  Vote 7-0. 

Ms. Bisi made a motion to authorize Gibson-Thomas Engineering to apply for funding through the Community Development and Block Grant program for program year 2017, second by Mr. Baldonieri.  Vote 7-0.

Mr. Bartels made a motion to ratify the providing of both variants of the Small Recreational Fire Ordinance to the County for review under the Pennsylvania Municipalities Planning Code, second by Mr. Baldonieri.  Vote 7-0.

Mr. Baldonieri made a motion to confirm the City of Latrobe’s membership in the Brownfield Mitigation Committee and designating the Redevelopment Authority of Westmoreland County as the City’s agent for any and all duties under the application for and future grant awards issued by or under the U.S. Environmental Protection Agency, second by Mr. Forish.  Vote 7-0.

Mr. Baldonieri made a motion to authorize free on-street parking in the City of Latrobe from December 15, 2016, through December 31, 2016, second by Mr. Bartels.  Vote 7-0.

Ms. Bisi made a motion to authorize the City Solicitor to execute all settlement documentation in the Tax Assessment Appeal docketed at 6151 of 2015 with Westmoreland County Court of Common Pleas, second by Mr. Forish.  Vote 7-0.

Mr. Murtha made a motion to authorize the City Solicitor to execute all settlement documentation in the Tax Assessment Appeal docketed at 6132 of 2015 with Westmoreland County Court of Common Pleas, second by Mr. Bartels.  Vote 7-0.

 

UNFINISHED BUSINESS

Mr. Murtha asked Public Works Director about the new truck.

Public Works Director Mike Gray explained we are still in the process of obtaining the truck. Mr. Gray said it has been ordered and will be used for Sanitation and Street Departments.

Mr. Baldonieri asked Public Works Director about problem on James Street.

Mr. Gray said will have someone look at it.

NEW BUSINESS

Councilmember Weller handed out information regarding a Mental Health Certificate Course.

OPEN FORUM FOR CITIZENS REQUESTS

Mike Skapura, Captain of Hose Company #3 & 4 thanked Council for signing over the old fire truck so they can trade it in for a 2001 engine.  Mr. Skapura said the Fire Company is purchasing the new truck for a good price of under $90,000.00.

CITY MANAGER’S REPORT

None.

MAYOR’S REPORT

Mayor Wolford reported that it has been a great year in the City.  She stated that a lot of positive improvements are happening, with energy and enthusiasm.  Mayor Wolford thanked city employees and staff.  She said people want to come, visit, and live here because our public and safety personnel keep it safe and clean.  She complimented employees by saying they do a great job, and the pride they have in the city is seen by many.  Mayor Wolford wished everyone a Merry Christmas and a Health, Happy New Year.

Mr. Baldonieri made a motion to adjourn, second by Mr. Bartels.  Vote 7-0.
