Mayor Wolford called the Regular Monthly Meeting of Latrobe City Council to order at 6:32 P.M.
Mayor Wolford asked all to rise for the Pledge of Allegiance.
Mayor Wolford asked all for a moment of silence.

Ms. Bisi moved to adopt the March 14, 2016 minutes, second by Mr. Murtha. Vote 6-0.

Mr. Murtha moved to approve the reports and bills presented for payment, second by Mr. Baldonieri. Vote 6-0.

Mr. Baldonieri reported that the Committee is getting ready for Christmas Light-Up. He reported that the Banana Split Festival is going to be extremely wonderful this year. Mayor said this year the Concert will be at the Stadium and will feature Kellie Pickler.

GLSD Student Showcase Committee - Bisi, Caldwell-Cravener, Murtha
ADMINISTRATION AND FINANCE DEPARTMENT
Dedicating the private road located at the City of Latrobe Refuse and Recycling Station as Joseph A. Bush Way. Mr. Bartels moved to adopt this resolution, second by Mr. Forish. Vote 6-0.
Mr. Forish made a motion authorizing the Solicitor to prepare and advertise an ordinance amending Chapter 154 of the City Code, designating City Council as the body to provide final approval on all Land Development Plans, second by Mr. Murtha. Vote 6-0.
PUBLIC WORKS DEPARTMENT
Mr. Bartels made a motion permitting the hanging of two banners across Ligonier Street for a special event held by Battaglia’s Creekside Grill, on the condition that the banners be hung on a temporary basis, the design is approved by the Code Enforcement Office, and all expenses related to the preparation and hanging of the banners is borne by the applicant, second by Ms. Bisi. Vote 6-0.
Banners are to be up for (1) month and taken down right after the event.
Mr. Forish made a motion to authorize the Working Foreman of the Public Works Department to advertise and seek bids for the 2016 City of Latrobe Paving Program, to include Seal Coating the fourteen streets identified by the Working Foreman in the Agenda Session and paving select streets based upon need and usage, second by Mr. Bartels. Vote 6-0.
Mayor Wolford nominated for appointment Otto Salguero to the Latrobe Industrial Development Authority.
Appointing Otto R. Salguero to the Industrial Development Authority. Mr. Baldonieri moved to adopt this resolution, second by Mr. Bartels. Vote 6-0.
Mayor Wolford stated that we are fortunate in Latrobe that we have employees that are committed to their service. Mayor Wolford read service awards for fifteen years of service to Officer Michael Wigand and Officer Robert Derk. Mayor asked all in attendance to stick around for refreshments and thanked the Officers and their families. She said we know what you do is dangerous work protecting citizens of Latrobe and we recognize that sometimes it is difficult on your families, so thanks to them as well.
OPEN FORUM FOR CITIZENS REQUESTS
CITY MANAGER’S REPORT
City Manager Wayne Jones reminded council that 2:00 p.m. tomorrow there will be a meeting about the new traffic lights and curb cuts being done in 2018 in Council Chambers.
Mayor Wolford reported that next month, on May 9, 2016, the Mayor invited a special guest. the 2015 – 2016 International Jr. Miss will give a speech about her journey. Mayor said she has Latrobe connections and this will be a jumpstart to the Student Showcase Committee. Mayor Wolford reported that we have lots of things going on this summer, included Art Center Events in May that is tied to the “Bring Fred Home” event on June 10 and 11 where there will be a dedication to Mr. Rogers with a statue and marker. Mayor said the 4th of July Event is upcoming along with the Banana Split Festival, Steelers Fest, and the June 1st Ward Fair.
Mr. Forish made a motion to adjourn, second by Mr. Bartels. Vote 6-0.
