Mayor Wolford called the Special Meeting of Council to order at 6:30 P.M.
Mayor Wolford asked all to rise for the Pledge of Allegiance.

CITIZENS REQUESTS AND COMMENTS
Harry Albert of Main Street commended the city on the Electronic Recycling Program. Mr. Albert stated it benefits the community at no cost to the citizens and minimal cost to the city. The Program will be held in the Stadium Parking Lot on Saturday, November 1st from 8:00 a.m. to noon. Cars can enter by Chestnut Street and leave by Irving Avenue. Mayor Wolford said “nice work” to Joseph Bush for this Program.
Ron Weimer of Spring Street said Council should in the near future look at controlled smoking in the parks. Mr. Weimer said the City of Greensburg did it and is having a lot of success. He stated this will help Latrobe keep clean and reduce the fire hazard. Mr. Weimer said the Foundation will take care of the stone and benches.
Mike Rager, a real estate agent for Keller William Realty told council he has a client with property for sale that the city may be interested in, located by Brewery on Oak Street. Mr. Rager handed over pictures of the property.
PUBLIC WORKS DEPARTMENT
Mr. Skapura made a motion to authorize the Solicitor to file an appeal from the Administrative Order of the Department of Environmental Protection dated October 2, 2014, second by Mrs. Smith. Vote 5-0
Mayor Wolford commended Dr. Cook of the Board for trying to resolve this issue.
Authorizing City Manager to apply for Community Development Block Grant allocation for repaving of certain streets in the City of Latrobe. Mr. Baldonieri moved to adopt this resolution, second by Mr. Skapura. Vote 5-0.
Mayor Wolford thanked the Volunteer Fireman for their dedication on making Halloween safe and fun for the kids. Mayor also thanked the Lions Club and Commercial Bank and Trust for funding the event.
