Mayor Wolford called the Special Meeting of Council to order at 6:30 P.M.
Mayor Wolford asked all to rise for the Pledge of Allegiance.
Mayor Wolford asked all for a moment of silence.

Also present were the following: Alexander J. Graziani, City Manager; James E. Kelley, Solicitor; Joseph Bush, Director Public Works; James Bumar, Police Chief; Ann Powell, Code Enforcement Officer.
Local Government Policy Specialist Michael Foreman of Pennsylvania Department of Community and Economic Development (DCED) addressed Council concerning the City’s search for a new City Manager due to Alex Graziani’s resignation, as Mr. Graziani was offered a position as Manager/Secretary for Penn Township. Mr. Foreman stated that the Center for Local Government Services is a technical assistance service and will provide to serve as a neutral and partial facilitator to take the governing body through a Manager Selection Process. Mr. Foreman said he will work with the Mayor and Council relative to the selection process, and resumes received will be unopened and mailed to him for review. He will then after the May 23, 2014 closing date for application submission will present to Council a Manager Resume Matrix relative to categories from the job description ad, including years of experience, grant writing experience etc., and will include his comments. He will meet with Council in an Executive Session to review the Matrix. He will prepare a set of prepared questions for round #1 of interviews of applicants and then turn over to Mayor/Council to ask questions. Mayor and Council can then identify their choices for the second round of interviews. The City will make contact for interviews and do background checks, and reference checks. Mr. Foreman stated he then bows out. The process generally takes three to four months. He stated the Letter of Intent needs to be passed by roll call vote and when signed he would turn it over to his bosses in Harrisburg.
Mr. Skapura asked if Mr. Foreman has done this for other Municipalities.
Mr. Foreman said yes, including Ligonier Township, Jeannette, Pine Township, Munhall Borough, Rochester Borough, and Beaver County. Mr. Foreman stated it is helpful for the City to have guidance and insight through this process. An Executive Session would be to review the applications and would be a Public Meeting when someone is formally appointed to the position.
There is no cost to the City.
Mrs. Caldwell-Cravener made a motion to file the Letter of Intent with Pennsylvania DCED, second by Mr. Skapura. Vote 7-0.
Mayor adjourned Council to an Executive Session at 6:45 P.M.
Mayor reconvened Special Meeting at 6:56 P.M.
Mayor asked for public comments concerning agenda items.
No public comments.
Mrs. Caldwell-Cravener made a motion to accept City Managers resignation with different terms; that Alex’s last day will be April 30th and he will get paid the balance of his vacation, all city owned equipment will be returned by April 30th, such as cell phone, laptop, gas card, etc., Alex should be involved in no decision making for the city starting immediately, his name should be removed from all financial signature cards immediately, a financial audit will be performed, and his email will be directed to Barb Buck, second by Mr. Skapura. Vote 5-Yes, 2-No (Bisi, Wolford).
Mayor Wolford made a motion to amend that motion to extend the date to May 30th, as Mr. Graziani agreed to stay until then to take care of loose ends, be closer to completing things like RACP grant, and get us a month closer to hiring a new manager, second by Ms. Bisi. Vote 2-Yes (Bisi, Wolford), 5-No (Skapura, Giovannagelo, Caldwell-Cravener, Baldonieri, Smith)
Motion to amend fails.

Mr. Skapura made a motion to adjourn, second by Mr. Giovannagelo.
