LATROBE CITY COUNCIL

MONDAY, JULY 14, 2014

LATROBE, PENNSYLVANIA

 

Mayor Wolford called the Public Hearing to order at 6:30 P.M.

This Public Hearing is required to allow public comment concerning a tax-free exempt facility bond to finance the purchase of a 2015 MACK roll-off truck in an amount of $153,335.10.

Solicitor Kelley asked for public comment.

No public comment

Public Hearing closed at 6:33 P.M.

Mayor Wolford called the Regular Monthly Meeting of Latrobe City Council to order at 6:34 P.M.

Mayor Wolford asked all to rise for the Pledge of Allegiance.

Mayor Wolford asked all for a Moment of Silence.

The City Secretary read Roll Call:

Mrs. Smith moved to adopt the June 9 and June 23, 2014 minutes, second by Mr. Giovannagelo. Vote 7-0.

Mr. Skapura moved to approve the reports and bills presented for payment, second by Mrs. Caldwell-Cravener.  Vote 7-0.

 

CITIZENS’ REQUESTS (related to agenda)

COMMITTEE REPORTS

Finance Committee  - None

 

Public Safety Committee– Mr. Baldonieri reported that a meeting is scheduled for August 4, 2014 team captains.

 

Personnel Committee– Mrs. Caldwell-Cravener reported that the second round of interviews for the City Manager position are scheduled.

 

Public Works Committee– None.

 

Community Development Committee – Mayor Wolford reported that the Westmoreland County Community Development regarding CDBG has a meeting scheduled for July 23, 2014 at the Unity Township Municipal Building from 2:00 to 3:30 P.M.  Mayor stated that Public Works Director Joseph Bush is attending and encouraged Council members to attend.

 

BOARD/AUTHORITY REPORTS

DEPARTMENT REPORTS

Public Works

Public Works Director Joseph Bush reported that the 2014 Paving Program is to start the middle of August.  He reported that this Saturday an E-Waste Collection will be held at the Municipal Building parking lot from 8:00 to Noon.  This is for items not acceptable in regular trash pick-up.  He stated we will accept anything with a cord on it.  If this collection works well we will do it again in the fall.

Police

Police Chief Bumar reported that the School Resource Officer Frank Tempo started on the 7th of July and is in the Field Training Program until August.  After he completes that training he will begin school specifically for School Resource Officer.  Chief Bumar complimented the Police Department for being third in the County for compliance with LIVESCAN.  This means eighty-six percents that we arrested have been process right into the system.

Chief Bumar requested from Council to allow removal of parking meters or street painted lines that do not comply with the PA Vehicle Code are illegal.

He commended everyone that helped with the Fourth of July and stated there were very few problems and all went very well.

Fire – Fire Chief Brasile reported that there were very few calls regarding illegal fireworks.

Code Enforcement– Ann Powell reported that a Rain Barrel workshop is scheduled for Friday, July 18 from 1 to 3:00 P.M. and twenty-one people are signed up.

 

ADMINISTRATION AND FINANCE DEPARTMENT

ORDINANCE 2014-5                              

An Ordinance increasing the indebtedness of the City of Latrobe, Westmoreland County, Pennsylvania, by the issue of a general obligation note in the amount of $153,335.10 for sundry purposes; fixing the form, number, date, interest, and maturity thereof; making a covenant for the payment of the debt service on the note; providing for the filing of the required document; providing for the appointment of a sinking fund depository for the note; and authorizing execution, sales and delivery thereof.  Mr. Skapura moved to enact this ordinance, second by Mrs. Caldwell-Cravener.  Vote 7-0.

RESOLUTION 2014-40

Approving entering into a memorandum of agreement between the City of Latrobe and American Federation of State, County and Municipal employees (AFSCME District Council #83) Local 629 regarding the position of Community Service Officer.  Mr. Baldonieri moved to adopt this resolution, second by Mrs. Smith.  Vote 7-0.

RESOLUTION 2014-41

Approving entering into a memorandum of agreement between the City of Latrobe and American Federation of State, County and Municipal Employees (AFSCME District Council #83) Local 629 regarding the Parking Meter Technician.  Mr. Skapura moved to adopt this resolution, second by Ms. Bisi.  Vote 6-Yes, 1-No (Giovannagelo).

RESOLUTION 2014-42

Revising and updating the Emergency Operations Plan for the City of Latrobe.  Ms. Bisi moved to adopt this resolution, second by Mrs. Smith.  Vote 7-0.

RESOLUTION 2014-43

Ratifying the actions of the Mayor and City Secretary in extending DCED contract to June 30, 2015.  Mr. Skapura moved to adopt this resolution, second by Mrs. Caldwell-Cravener.  Vote 7-0.

Solicitor Kelley asked for a motion to grant request of Westmoreland County Community College for exoneration of real estate taxes for the parcels shown on Exhibit “A” attached hereto.

Mayor Wolford asked for a motion (3) times.

Motion fails dues to lack of motion.

POLICE DEPARTMENT

RESOLUTION 2014-44

Street metered parking facilities.  Mr. Baldonieri moved to adopt this resolution, second by Mr. Giovannagelo.  Vote 7-0.

 RESOLUTION 2014-45

 Adoption of Policy Manual for Latrobe Police Department.  Ms. Bisi moved to adopt this resolution, second by Mrs. Caldwell-Cravener.  Vote 7-0.

RESOLUTION 2014-46

Establishing a handicap/disabled veteran van accessible parking space at 23 East Second Avenue.  Mr. Giovannagelo moved to adopt this resolution, second by Mrs. Smith.  Vote 7-0.

PUBLIC WORKS DEPARTMENT

RESOLUTION 2014-47

Authorizing the execution of the consent order and agreement for the Act 537 Plan.  Mr. Skapura moved to adopt this resolution, second by Ms. Bisi.  Vote 7-0.

PLANNING AND DEVELOPMENT DEPARTMENT

Ms. Bisi made a motion to grant the request of Beverly and Walter Oshie to permit the use of a parcel of land owned by the City in the 200 Block of River Avenue.

Mayor Wolford asked for a second to the motion (3) times.

Motion fails due to lack of second.

Mr. Baldonieri made a motion to reconsider the previous motion made at the June 9, 2014 meeting to deny the request of the Medicine Shop to remove a City tree that it is interfering with patron parking, second by Mrs. Caldwell-Cravener.  Vote 7-0

Mr. Giovannagelo made a motion to permit the Medicine Shop, at its sole cost and expense, to remove a City tree that is extending over the Medicine Shop parking lot, second by Mr. Baldonieri.  Vote 7-0

Mr. Baldonieri made a motion to permit the Living Hope Church to erect a temporary sign/banner at a location to be agreed upon by the Director of Public Works for a church picnic at Legion Keener Park, second by Ms. Bisi.  Vote 7-0

UNFINISHED BUSINESS

Mr. Skapura asked for an update on the RACP grant.  City is waiting on approval from the state and submitting items from contractors as they come in.

NEW BUSINESS

Mayor Wolford would like to postpone the vacancy appointment to Latrobe Municipal Authority to allow the applicants to attend and address Council at the next meeting on July 28th and appoint at the August meeting.

MAYOR’S REPORT

Mayor Wolford thanked the Police and Fire Departments for wonderful successful Fourth of July.

Mayor Wolford adjourned Council, Police Chief Bumar and Fire Chief Brasile to an Executive Session at 7:27 P.M.

Mayor Wolford reconvened the Regular Meeting at 7:37 P.M.

Mr. Skapura made a motion to adjourn the Regular Meeting of Council, second by Mr. Baldonieri.  Vote 7-0.

Meeting adjourned at 7:38 P.M.
