LATROBE CITY COUNCIL

MONDAY, JANUARY 13, 2014

LATROBE, PENNSYLVANIA

Mayor Wolford called the Regular Monthly Meeting of Latrobe City Council to order at 6:30 P.M.

Mayor Wolford asked all to rise for the Pledge of Allegiance.

Mayor Wolford stated she made some minor adjustments to the agenda and will address them as we get to them.  First, she requests after the pledge a moment of silence.

Also present were the following: Alexander J. Graziani, City Manager; James E. Kelley, Solicitor; Joseph Bush, Public Works Director; John Brasile, Fire Chief; James Bumar, Police Chief.

Mr. Skapura moved to adopt the December 27, 2013 minutes, second by Mr. Giovannagelo. Vote 6-0.

Mr. Skapura moved to approve the reports and bills presented for payment, second by Mrs. Caldwell-Cravener.  Vote 6-0.

 

CITIZENS’ REQUESTS

Mayor Wolford said the Citizen’s Requests will be in two portions.  This section will be related to agenda items only.  At the end of the meeting, there will be another section of Citizen’s Requests for whatever is on your mind, and will be limited to three to five minutes.

No citizen’s requested to speak at this time.

 

COMMITTEE REPORTS

None.

 

Mayor Wolford stated she would like to wait until we have a full contingent of Council before establishing committees.  The committees will consist of Finance, Public Safety and Personnel, will have two council members on each committee and they will report monthly if there is something to report.

 

Mayor Wolford read a Proclamation  in memory of Don McGuire who passed away December 13, 2013, (see attachment “G”), and presented the Proclamation to his wife Janet and children.

 

 

BOARD/AUTHORITY REPORTS

None.

 

DEPARTMENT REPORTS

Public Works Director Joseph Bush reported that on Monday the 20th, Murphy’s Bridge will be closed for demolition and reconstruction and will be closed most of 2014.  The Transfer Station will continue business as usual and the detour routes will be posted by the State as Theatre Street on Route #30 to Mission Road.

Code Enforcement – None.

 

ADMINISTRATION AND FINANCE DEPARTMENT

                                                                        RESOLUTION 2014-4

                                                                        Appointing of City Auditor.  Mr. Baldonieri moved to adopt this resolution, second by Ms. Bisi.  Vote 6-0.

                                                                        RESOLUTION 2014-5

                                                                        Approving entering into a cooperation agreement with the Latrobe Community Revitalization Program, Inc., for the final funding year of the Main Street Program.  Mr. Skapura moved to adopt this resolution, second by Mr. Giovannagelo.  Vote 6-0.

                                                                        RESOLUTION 2014-6

                                                                        Approving entering into a cooperation agreement with the Latrobe Parking Authority in furtherance of the submission of an application for redevelopment assistance capital grant funding for the rehabilitation and refurbishing of the city-parking garage.  Mrs. Caldwell-Cravener moved to adopt this resolution, second by Ms. Bisi.  Vote 6-0.

                                                                        ORDINANCE 2014-1

                                                                        Fixing the tax rate for general city purposes and other purposes for the fiscal year beginning January 1, 2014, and ending December 31, 2014.  Mr. Skapura moved to enact this ordinance, second by Mr. Baldonieri.  Vote 6-0.

                                                                        RESOLUTION 2014-7

                                                                        Ratifying the action of the City Solicitor and City Manager to engage Jack Lizza to perform an appraisal of property owned by CCP Properties LLC for a tax assessment appeal.  Mr. Giovannagelo moved to adopt this resolution, second by Ms. Bisi.  Vote 6-0.

 

PUBLIC WORKS DEPARTMENT

                                                                        RESOLUTION 2014-8

                                                                        Amending Chapter 256, Vehicles and Traffic; Section 256-54, Permit Parking.  Mr. Giovannagelo moved to adopt this resolution, second by Mr. Skapura.  Vote 6-0.

                                                                        RESOLUTION 2014-9

                                                                        Approving the consent assessment of civil penalty from the Department of Environmental Protection.  Mrs. Caldwell-Cravener moved to adopt this resolution, second by Mr. Giovannagelo.  Vote 6-0.

 

POLICE DEPARTMENT

Mayor Wolford read a proclamation honoring Detective John Sleasman (see attachment “H”)

 

UNFINISHED BUSINESS

Mayor Wolford offered the name of Charles Dominick for appointment to the Latrobe Municipal Authority.

                                                                        RESOLUTION 2014-10

                                                                        Appointing member to Latrobe Municipal Authority.  Mr. Giovannagelo moved to adopt this resolution, second by Ms. Bisi.  Vote 5-Yes, 1-No (Caldwell-Cravener).

Mayor Wolford offered the name of Thomas Couch for appointment to the Latrobe Municipal Authority for Unity Township Representative.

                                                                        RESOLUTION 2014-11

                                                                        Appointing member to Latrobe Municipal Authority.  Mr. Giovannagelo moved to adopt this resolution, second by Mr. Skapura.  Vote 6-0.

 

Mayor Wolford offered the name of Eric Cosby for appointment to the Latrobe Zoning Hearing Board. 

                                                                        RESOLUTION 2014-12

                                                                        Appointing member to Latrobe Zoning Hearing Board.  Mr. Giovannagelo moved to adopt this resolution, second by Mr. Baldonieri.  Vote 6-0.

 

Mayor Wolford offered the name of William Glasser for appointment to the Latrobe Civil Service Commission. 

                                                                        RESOLUTION 2014-13

                                                                        Appointing member to Latrobe Civil Service Commission.  Mr. Giovannagelo moved to adopt this resolution, second by Mrs. Caldwell-Cravener.  Vote 6-0

 

Mayor offered the name of Carl Bollinger for appointment to the Latrobe Parking Authority.

                                                                        RESOLUTION 2014-14

                                                                        Appointing member to Latrobe Parking Authority.  Mr. Skapura moved to adopt this resolution, second by Ms. Bisi.  Vote 5-Yes, 1-No (Giovannagelo).

 

 

Mayor offered the name of Bruce Jones for appointment to Latrobe Parks & Recreation Commission.

                                                                        RESOLUTION 2014-15

                                                                        Appointing member to Latrobe, Unity, Youngstown Parks and Recreation Commission.  Mr. Giovannagelo moved to adopt this resolution, second by Mrs. Caldwell-Cravener.  Vote 6-0.

 

Mayor Wolford stated she is currently the Adams Memorial Library Liaison, and would like to appoint Council member Julie Bisi as the Library Liaison.

                                                                        RESOLUTION 2014-16

                                                                        Appointing council liaison to the Adams Memorial Library.  Mr. Skapura moved to adopt this resolution, second by Mr. Giovannagelo.  Vote 5-Yes, 1-Abstain (Bisi).

 

OPEN FORUM FOR CITIZENS REQUESTS

None.

NEW BUSINESS

City Manager Graziani requested an Executive Session for personnel matters.

Council adjourned to an Executive Session at 7:14 P.M. for discussion of personnel matters.

Council reconvened the Regular Meeting of Council at 7:17 P.M.

 

CITY MANAGER’S REPORT

Alexander Graziani stated his report is as written (see attachment “I”).  Mr. Graziani reported there is a table of 2013 fund report with beginning and end of year balances.

He reported that Council plans to fill the vacant council seat that expires December 31, 2014.  He stated they have forty-five days to fill the position and it has been advertised, and each applicant has been asked to come to the January 27, 2014 Agenda Meeting to make a presentation, state their qualifications and intent and share their vision of the Community, to state why they want to fill the position.  The position is to be voted on at the February 10, 2014 meeting and will then seat the person after swearing in and they will participate in the meeting.

 

MAYOR’S REPORT

Mayor Wolford stated she is thrilled to be here and her voice mailbox is set-up and she checks it several times a day.  She told the public if they have any ideas they would like to see on the agenda, please share.  She is here to serve you and the needs of the City.

 

Mr. Baldonieri made a motion to adjourn the Regular Meeting of Council, second by Mrs. Caldwell-Cravener.  Vote 6-0.
