CITY OF LATROBE
INFORMATIONAL SIGN POLICY

 

City of Latrobe manages the criteria and approves the message content for the Information Board located at the corner of 901 Jefferson Street Latrobe PA 15650. The purpose of the Information Board is to enhance the proliferation the many activities throughout this vibrant community. Our goal is to inform our residents and guests of the many activities, opportunities, and services provided by the City.

 

The purpose of the Information Board is to provide information to the public by allowing non- profit organizations, civic groups, and churches to promote community activities and upcoming events. The City of Latrobe is solely responsible for determining which organizations are eligible to participate in the Information Board.

 

The following categories are established for use of the Information Board:

Category 1 - City of Latrobe, Adams Memorial Library, Latrobe GLSD Park and Rec, and all Latrobe Volunteer Fire Companies

 

Category 2 - Mutual Aid Ambulance EMS, and Greater Latrobe Area School District.

 

Category 3 - Not for Profit and civic groups, foundations, including faith based organizations, Greater Latrobe athletic associations, and other agencies registered as a 501(c). Entities listed in this category may be limited in number of advertisements per calendar year.

 

Category 4 - For Profit Organizations, personal messages (i.e. birthdays, anniversaries, retirements or congratulations). Entities or individuals listed in this category are limited by the discretion of City Government as to content, availability and frequency.

 

While, the City of Latrobe purchased this sign as an opportunity to inform our Citizens and guests of events occurring within the City. The project goal is to have the sign become self-sufficient for day-to-day operations. Therefore a fee structure has been established by Council and is attached to the application.

 

City of Latrobe has the exclusive right to reject any message, from any group for any reason.

 

Not for profit and civic groups recognized by the City of Latrobe:

The user must be a recognized nonprofit group recognized by the Internal Revenue Service and City of Latrobe.

The user must complete and submit an application on the approved City form available at the City of Latrobe Office, 901 Jefferson Street Latrobe PA 15650. The fee for the sign must be included with the application. Only onerepresentative from each organization will be authorized to make application to the City. The City will not accept duplicate requests from one organization. A letter identifying the authorized individual on your organization's letterhead must accompany your application. Applications will be reviewed and approved on a first come first served basis. Upon approval and acceptance of the message posting, the requesting organization will receive an email from the City advising them of the approved posting and dates when the message will be displayed.

Message requests must be submitted at least 20 days in advance of the requested date of posting.

Each group can only promote their own event and not use their posting to promote another group's event.

The primary goal of this Information Board is to promote non-profit/civic fundraisers and community events. The secondary goal is to encourage residents and business members to volunteer and become members of nonprofit and civic organizations.

The City of Latrobe has exclusive rights to reject any message for any reason.

 

City of Latrobe Religious Institutions:

 

The user must be within the boundaries of City of Latrobe and be an established and recognized religious establishment, and must complete and submit the attached application form. Only one person listed on the application can submit message requests.

Messages are for community related events only. No messages are permitted for recruiting or gathering members, announcing services or any messages not related to the fundraising event.

City of Latrobe has the exclusive rights to reject any messages for any reason.

 

General Guidelines:

 

All postings for the Community Informaation Board shall be approved by City of Latrobe.

Use of the sign is limited to City of Latrobe and those organizations fitting one of the four categories listed above.

There may be a charge for the use of the Information Board.

All approved messages will be no more than 4 lines and no more than 24 characters per line.

An application will not be considered if the form is incomplete.

Hours of operation for the sign will be twenty-four hours (24). with no blackout period.

City of Latrobe will not store or save postings (messages) for an applicant. It is the applicant's responsibility to save and store message intended for reposting.

City of Latrobe will not be responsible for inaccurate information provided by the applicant. Errors and omissions are the applicant's responsibility and re-posting or corrections requested after the message has been posted may be subject to removal of the message from the Information Board.
The message frequency will be determined by City of Latrobe and the number of messages posted at any given time.
City of Latrobe cannot be held liable for Information Board malfunctions, power outages or acts of nature.
City of Latrobe reserves the right, in its sole discretion to post emergency messages which may override existing messages in content and exposure.
Applications will be reviewed and approved on a first come first serve basis.

Remember a check for your fee must be attached to this application to be processed. Upon acceptance of message you will receive an e-mail notification advising if the message has been accepted and the dates the message will be displayed.

 

Application must be submitted at least 20 days prior to requested date of event. If approved message will run for a maximum of 10 days prior to event. Frequency of message will be in accordance with the City of Latrobe informational message sign policy adopted by the Board of Council.

AMENDING SECTION 3-48 OF CHAPTER 3 OF THE ADMINISTRATIVE CODE, FEE
SCHEDULES, SPECIFICALLY SCHEDULE "A", MISCELLANEOUS FEES AND
COSTS

 

WHEREAS, the City of Latrobe charges certain fees and costs for administrative and non-administrative purposes which said fees and costs are set forth in various provisions of the Code of Ordinances of the City of Latrobe; and,

WHEREAS, the Council of the City of Latrobe now desires, by ordinance to establish, amend or increase various fees and to set forth said fees on one or more schedules to be part of and attached to the Administrative Code.

NOW, THEREFORE, BE IT ENACTED AND ORDAINED by the Council of the City

 

of Latrobe, in regular meeting assembled, and it is hereby enacted by authority of the same: SECTION 1: That the Code of Ordinances, Chapter 3, Administrative Code, §3-48, Fee

Schedules, Schedule A, Miscellaneous fees and costs, Subsection C, Miscellaneous, be and is

 

hereby amended to add the following:

 

2. INFORMATIONAL SIGN FEE STRUCTURE

Category 3 - Not for Profit and civic groups, foundations, including faith based organizations, Greater Latrobe athletic associations, and other agencies registered as a 50I (c) (3). Entities listed in this category may be limited in number of advertisements per calendar year.

Fee for 1 week $50 Fee for 2 weeks $75

Category 4 - For-profit entities, personal messages (i.e. birthdays, anniversaries, retirements or congratulations).

SECTION 2: That any and all Ordinances or Resolutions inconsistent herewith be and the

 

same are hereby repealed.

 

SECTION 3: That any and all other provisions of the Code of Ordinances not specifically repealed by, or inconsistent with the provisions of this Ordinance, shall remain in full force and effect.

SECTION 4: That the Mayor, City Manager, City Secretary, and any other proper city officer be and are hereby authorized and directed to take any and all steps and to sign any and all documents necessary to carry into effect the provisions of this Ordinance.

SECTION 5: That the within Ordinance shall become effective upon the date of postenactment publication notice of passage of the same.
